Compliance Specialist
The Economic Development Specialist II will serve as a Compliance Specialist in the Business Incentives Division. This role plays a critical role in ensuring that public investments deliver measurable economic outcomes and that incentive recipients adhere to contractual, statutory, and regulatory requirements. This position will oversee the compliance of these programs to ensure they effectively support business enterprises and contribute to economic growth in other areas. Principal Responsibilities include but are not limited to the following: • Develop, implement, and manage monitoring and compliance plans for state-supported grant, bond, loan, and tax incentive programs. • Monitor incentive agreements to ensure adherence to contractual obligations, including job creation, wage thresholds, capital investment commitments and reporting requirements. Perform monitoring of businesses benefitting from grant, bond, loan, and tax incentive programs to measure compliance with program regulations and performance agreements and/or contracts. • Conduct compliance reviews, audits, and risk assessments of incentive recipients. • Identify noncompliance issues and coordinate corrective actions, including repayment or clawback provisions where applicable. • Maintain accurate records of compliance activities and track and report on project performance, compliance, and noncompliance status across various programs for the Business Incentives Division. • Oversee collection, validation, and management of performance data submitted by incentive recipients. • Provide technical assistance to incentive recipients to promote understanding of compliance obligations. • Coordinate with program staff and legal counsel to interpret incentive agreements and policies.
