Program Manager
This is a Non-State Service, Time-Limited position. The Economic Development Specialist III will serve as a Program Manager for state and federal grants in the Community Incentives and Disaster Recovery Division. — Duties and Responsibilities include, but are not limited to: • Manage and implement the application process of all federal and state grant programs within the division, including the Community Development Block Grant Program, Appalachian Regional Commission Grant Program, Development Infrastructure Grant Program, and Small Municipality and Limited Population Counties Grant Program. • Ensure assignments are managed against established timelines and required benchmarks in a fast-paced environment. • Maintain a thorough and up-to-date knowledge of all federal and state rules, regulations, and policies as they apply to the division’s state and federal grant programs. • Provide timely and professional technical assistance to internal and external stakeholders regarding federal and state rules and regulations as they apply to the division’s state and federal grant programs. • Participate in leading training workshops for outside stakeholders. • Complete review of all documents with a high level of attention to detail and accuracy. • Review grant contracts, budgets, and applications for accuracy and adherence to state and federal rules and regulations as well as division policies and procedures. • Perform basic accounting functions as they relate to grant budgets and contract modifications. • Perform writing assignments, research project issues, prepare reports, and respond to verbal and written communications professionally and in a timely manner. • Demonstrate a willingness to work as and for the benefit of the team. • Operate standard office equipment to include computers, printers, copiers, scanners, fax, etc. • Demonstrate a willingness and ability to work effectively with others. • Assist with other duties and projects as assigned.
Excellent time-management, organizational, and problem-solving skills, excellent written and oral communication skills, and demonstrate a willingness and ability to work effectively with others. Proficient in Microsoft Office products including Word, Excel, PowerPoint, Outlook, etc.
Typically requires a Bachelor’s Degree and 3-5 years of experience. — Agency Preferred Qualifications: Experience in state and federal rules and regulations, experience managing state and/or federal grants and budgets.
